Large Power Service
Rate Schedule LPS
AVAILABILITY
Available for general service through one meter to any customer
having a maximum load requirement of 50 kilowatts or more. Applicant
must be located adjacent to the Utilitys distribution
line that is adequate and suitable for supplying the service
requested.
CHARACTER OF SERVICE
Alternation current having a frequency of sixty Hertz and furnished
at a voltage which is standard with the Utility in the area
served.
RATE*
Demand Charge - $7.77 per KVA of Billing Demand
Energy Charge - $0.02919 per KWH
*Subject to the provisions of Appendices
A and B.
MINIMUM CHARGE
The minimum monthly charge shall be the demand charge.
DETERMINATION OF PEAK DEMAND AND MEASUREMENT OF ENERGY
Peak demand shall be measured by suitable recording instruments
provided by Utility and shall be the average number of kilovolt-amperes
in the thirty minute period during which the kilovolt-ampere
demand is greater than any other thirty minute interval in
such month. For billing purposes, the billing demand shall
be the greater of the peak demand occurring during the month
or sixty (60) KVA. Energy shall be measured by suitable integrating
instruments.
METERING ADJUSTMENT
If service is metered at a voltage of approximately 2400 volts
or higher, the demand measurements and the energy measurements
shall be decreased by two percent (2%) to convert such measurements
to the equivalent of metering at the Utility's secondary voltage.
LATE PAYMENT CHARGE
A late payment charge of three percent (3%) of all bills will
be charged if the bill is not paid by the due date printed
on the bill.
EQUIPMENT SUPPLIED BY CUSTOMER
When Customer furnishes and maintains the complete substation
equipment, including any and all transformers, and/or switches
and/or the equipment necessary to take its entire service
at the primary voltage of the distribution line from which
the service is to be received, a credit of $0.35 per KVA of
billing demand will be applied to each month's net bill.
TERMS AND CONDITIONS FOR RENDERING SERVICE
- The Utility will supply and maintain at a single location,
the complete substation equipment that is necessary in order
to make one transformation to a standard voltage from the
voltage of such available distribution line as the Utility
deems adequate and suitable to serve the requirements of
the Customer.
Not more than one such transformation will be installed at
Utility's expense for any one Customer.
Where service is metered at a primary voltage and Customer
desires and requests transformation to more than one standard
voltage, or service of a standard voltage at more than one
location within his premises, Utility will, at its option,
furnish and maintain such additional transformation equipment
and such interconnecting lines as may be necessary, provided,
however, that Customer shall reimburse Utility for the amount
of the cost of furnishing the entire facilities which is
in excess of the cost of furnishing transformation in accordance
with the next proceeding paragraph. The right and title
to all equipment so furnished by Utility shall be and remain
in the Utility.
Should the Customer require a non-standard voltage, Customer
shall, at its own expense, furnish and maintain all transformers
and protective equipment therefore necessary in order to
obtain such nonstandard voltage.
- When fire or other casualty shall render the physical
plant or premises of Customer unfit for the purposes of
conducting Customer's normal business operations, or makes
the premises uninhabitable, the minimum charge of this rate
schedule shall, commencing with the first billing period
or portion thereof in which normal business operations cease,
be waived until the beginning of the subsequent billing
period or portion thereof in which the plant or premises
shall have been reconstructed and reoccupied by Customer.
When a strike or lockout of employees of Customer causes the
temporary suspension of Customer's business, the minimum charge
of this rate schedule shall, commencing with the first billing
period or portion thereof in which normal business operations
cease, be waived for each period or portion thereof during
the continuance of the strike or lockout at the plant involved.
In either event, Customer shall be billed under this rate
schedule for electric requirements used during each billing
period.
On-Peak/Off-Peak - Large
Power Service
Rate Schedule LPS On/Off Peak

OFF-PEAK SERVICE
When Customer contracts to take electric service during the
following designated Off-Peak periods, the following provisions
will apply.
MEASUREMENT OF PEAK DEMAND
Peak demand shall be measured by suitable recording instruments
and, in any month, the peak demand for the on-peak hours shall
be the highest 30 - minute kilovolt-ampere demand measured
during such on-peak hours and the peak demand for the off-peak
hours shall be the highest 30 - minute kilovolt-ampere demand
measured during such off-peak hours. Such measured kilovolt-ampere
demands shall be adjusted in accordance with the Metering
Adjustment provision of this Rate schedule.
MONTHLY BILLING DEMAND
The monthly Billing Demand for any month shall be the greatest
of (1) the peak demand established during the on-peak hours
for the month or (2) fifty percent of the peak demand established
during the off-peak hours for the month, but in any month
such Monthly Billing Demand shall not be less than 100 kilovolt-amperes.
ON-PEAK/OFF-PEAK PERIODS
Utility shall consider the following as the on-peak and off-peak
billing periods for each season. All hours shall be Eastern
Standard Times.
On-Peak periods are defined as follows:
All Weekdays
Summer Period: May through September; 9:00 a.m. to 7:00 p.m
Winter Period: October through April; 7:00 a.m. to 8:00 p.m.
Off-peak periods are defined as weekends, all other hours
not listed above, and the entire twenty-four (24) hours of
the following National holidays:

Whenever any of the above holidays occur on a Sunday and
the following Monday is legally observed as a holiday, the

be charged if the bill is not paid by the due date printed
on the bill.

AVAILABILITY
Available to any customer whose electric service is provided
under Rate Schedule LPS - Large Power Service, who agrees
to participate in this Demand Side Management Program to move
load from the on-peak hours to the off-peak hours, and who
contracts for Optional Coincident Peak Service. Potential
Customers must demonstrate to the Utility's satisfaction that
they have the ability to move KW demand from the on-peak period
to the off-peak period. Customers taking service under Rate
LPS must move significant KW demand (a minimum of 5%) from
the on-peak period to the off-peak period as compared to its
level of on-peak demand prior to taking service under this
Rate. Customers will be evaluated during the first 12 months
of taking service under this Rate to determine if the customer
is moving a significant amount of KW demand from the on-peak
period to the off-peak period. If, in the sole judgment of
the Utility, a Customer is not consistently moving a significant
amount of KW demand from the on-peak period to the off-peak
period, the customer must take service from another applicable
Rate.
RATE*

Transmission and Distribution Charge (in addition to the Demand
and Energy Charge) $2.50 per KVA of maximum demand, but in
any month the maximum demand shall not be less than 100 KVA.
In the case of those customers who supply their own substation
equipment, the Transmission and Distribution charge will be
$2.15 per KVA of maximum demand.
MINIMUM CHARGE
The minimum monthly charge shall be the Demand Charge plus
the Transmission and Distribution Charge.
DETERMINATION OF DEMANDS AND MEASUREMENT OF ENERGY
- Billing demand shall be measured by suitable recording
instruments provided by Utility and in any month, the demand
shall be the 60-minute integrated KW demand and occurring
in the same 60-minute interval and on the same day of each
month as the 60-minute integrated that Utility will used
to determine Utility's power supply billing demands.
- If Customer fails to maintain a 96% power factor during
the 60-minute coincident demand period, the Billing Demand
will be adjusted as follows:
Billing Demand x 96%
Actual Power Factor
- Maximum demand shall be for any month the number of kilovolt-amperes
in the 30-minute interval during which the kilovolt-amperes
are greater than in any other 30-minute interval in such
month.
- Energy shall be measured by suitable integrating instruments.
- For purposes of the determination of Billing Demand, Maximum
Demand and Energy, the provisions of the Metering Adjustment
of Rate LPS will be applicable.
LATE PAYMENT CHARGE
A late payment charge of three percent (3%) of all bills will
be charged if the bill is ot paid by the due date printed
on the bill.
NOTIFICATION TO CUSTOMER
Utility will assist Customer in reducing the billings under
the Demand Charge provision of this Rate Schedule by making
their best efforts to notify Customer at least one-half hour
prior to the anticipated hour of the Billing Demand for each
month. Such notification may occur multiple times each month.
Such notification will give Customer the opportunity to reduce
its demand during the hour of the Billing Demand. Utility
shall not be held responsible for failure to accurately predict
the hour of such Billing Demand or for failure to notify Customer
one-half hour in advance of the hour of such Billing Demand
or for Customer's failure to reduce its demand when notified
of an impending Billing Demand.
Industrial Service
Rate Schedule IS
AVAILABILITY
Available through one meter to any customer having a maximum
load requirement of 850 kilowatts or more. Applicant must
be located adjacent to the Utility's distribution line that
is adequate and suitable for supplying the service requested.

furnished at a voltage which is standard with the Utility
in the area served.

premises, including any and all transformers, switches,
and other apparatus necessary for the Customer to take service
at the voltage of the distribution line from which service
is to be served.
- When fire or other casualty shall render the physical
plant or premises of Customer unfit for the purposes of
conducting Customer's normal business operations, or makes
the premises uninhabitable, the minimum charge of this rate
schedule shall, commencing with the first billing period
or portion thereof in which normal business operations cease,
be waived until the beginning of the subsequent billing
period or portion thereof in which the plant or premises

AVAILABILITY
Available to any customer whose electric service is provided
under Rate Schedule IS - Industrial Service, who agrees to
participate in this Demand Side Management Program to move
load from the on-peak hours to the off-peak hours, and who
contracts for Optional Coincident Peak Service. Potential
Customers must demonstrate to the Utility's satisfaction that
they have the ability to move KW demand from the on-peak period
to the off-peak period. Customers taking service udner Rate
IS must move significant KW demand (a minimum of 5%) from
the on-peak period to the off-peak period as compared to
its level of on-peak demand prior to taking service under
this Rate. Customers will be evaluated during the first 12
months of taking service under this Rate to determine if the
customer is moving a significant amount of KW demand from
the on-peak period to the off-peak period. If, in the sole
judgment of the Utility, a Customer is not consistently moving
a significant amount of KW demand from the on-peak period
to the off-peak period, the customer must take service from
another applicable Rate.

Transmission and Distribution Charge (in addition to the Demand
and Energy Charge) $1.90 per KVA of maximum demand, but in
any month the maximum demand shall not be less than 1000 KVA.

interval and on the same day of each month as the 60-minute
integrated demand that Utility will use to determine Utility's
power supply billing demands.
- If Customer fails to maintain a 96% power factor during
the 60-minute coincident demand period, the Billing Demand
will be adjusted as follows:

charge of this rate schedule shall, commencing with the
first billing period or portion thereof in which normal
business operations cease, be waived for each period or
portion thereof during the continuance of the strike or
lockout at the plant involved.
In either event, Customer shall be billed under this
rate schedule for electric requirements used during each
billing period.
Optional Coincident Peak Service
- Transmission Service
Rate Schedule TS - Optional Coincident Peak Service
AVAILABILITY
Available to any Customer whose electric service is provided
under Rate Schedule TS - Transmission Service, who agrees
to participate in this Demand Side Management Program to move
load from the on-peak hours to the off-peak hours, and who
contracts for Optional Coincident Peak Service.
RATE*
Demand Charge - $7.74 per KW of Billing Demand
Energy Charge - $0.02437 per KWH for all KWH
Transmission and Distribution Charge (in addition to the
Demand and Energy Charge) $0.71 per KVA of maximum demand,
but in any month the maximum demand shall not be less than
1000 KVA.
*Subject to the provisions of Appendices
A and B.
MINIMUM CHARGE
The minimum monthly charge shall be the Demand Charge plus
the Transmission and Distribution Charge.
DETERMINATION OF PEAK DEMAND AND MEASUREMENT OF ENERGY
a. If Customer fails to maintain a 96% power factor during
the 60-minute coincident demand period, the Billing Demand
will be adjusted as follows:
Billing Demand x 96%
Actual Power Factor
b. Maximum demand shall be for any month the number of kilovolt-amperes
in the 30-minute interval during which the kilovolt-amperes
are greater than in any other 30-minute interval in such month.
c. Energy shall be measured by suitable integrating instruments.
LATE PAYMENT CHARGE
A late payment charge of three percent (3%) of all bills will
be charged if the bill is not paid by the due date printed
on the bill.
NOTIFICATION TO CUSTOMER
Utility will assist Customer in reducing the billings under
the Demand Charge provision of the Rate Schedule by making
their best efforts to notify Customer at least one-half hour
prior to the anticipated hour of the Billing Demand for each
month. Such notification may occur multiple times each month.
Such notification will give Customer the opportunity to reduce
its demand during the hour of the Billing Demand. Utility
shall not be held responsible for failure to accurately predict
the hour of such Billing Demand or for failure to notify Customer
one-half hour in advance of the hour of such Billing Demand
or for Customer's failure to reduce its demand when notified
of an impending Billing Demand.
CG - COGENERATION RATE
City of Richmond
AVAILABILITY
This rate in available to any customer connected to the municipally
owned electric system of the City of Richmond, and contracting
for parallel operation of a qualifying facility ("cogeneration
or small power production facility") in accordance with
170 IAC 4-4.1 and PSCI Cause No. 37494. In order to be entitled
to this rate, however, the customer shall enter into a contract
before operating any generating equipment electrically connected
to the City's electrical system. The contract is a three party
contract between the Customer, the City of Richmond and the
Indiana Municipal Power Agency, (Agency).
RATE
Under this contract, the Agency will purchase the electricity
in accordance with the conditions and limitations of the contract
at the following rates:
Demand Rate: $2.359 per kilowatt ("KW")
Energy Rate: $0.016683 per kilowatt-hour ("KWH")
The above rates will be further subject to adjustments in
accordance with 170 IAC 4-4.1-8 and 270 IAC 4-4.1-9.
APPENDIX A
The Rate Adjustments shall be on the basis of a Purchase
Power Cost Adjustment Tracking Factor occasioned solely by changes
in the cost of purchased power and energy, in accordance with
the Order of the Indiana Utility Regulatory Commission, approved
December 13, 1989 in Cause No.36835-S3, as follows:
